Management of Technology (MOT) in the west concentrates on how western businesses are operated, while Chinese business executives in China seem to be shifting the international business models. Management in China seems old; however, contemporary management of technology is a challengeable subject, which has been a focus of considerable interest because it concerns not only Chinese business executives and Chinese government decision makers, but also international investors and funding agencies that operate in China. MOT has been assuming increasing significance in both developed and developing countries.  In the age of globalisation, China presents a unique setting for organizations. The unprecedented growth of China's economy, which remains the fastest growing in the world, offers significant opportunities for both Chinese and foreign investors.

In the 21st century, technology and knowledge are widely recognized as most important factors in creating and sustaining superior organizational performance. The role of university in creating technology and knowledge has been widely acknowledged. Technology and knowledge transfer provides a route to innovation and development at all levels as they are essential drivers for the government’s economic and modernization agendas, including enhancing competitiveness and improving quality of life. Higher education is the great, largely unknown and certainly under-exploited resource contributing to the creation of wealth and economic competitiveness. Many outside higher education still do not recognize the capacity of that resource or how to get it and many of those inside higher education do not know how best co connect with the outside world. The internationalization of higher education is undoubtedly the most pressing challenge to the educational sector of both developed and developing countries. The process of internationalization in higher education is different from the globalization of economy because higher education system were originally created by national government, most countries still operate regulatory or legal constraints on various issues which make it more challengeable. However, the uniqueness of university capacity building requires international collaboration and commitment. The establishment of UIBE MOTSC is the first attempt at the university in achieving its ambitious strategy.

China in 2007 is the world’s largest technocracy: a country ruled by scientists and engineers who believe in the power of science and technology to deliver social and economic progress. Right now, the country is at a stage in the most ambitious programme of research investment since John F Kennedy embarked on the race to the moon. China’s outline of National Medium and Long Term Science and Technology Development (2006 – 2020) aims to upgrade the country’s industry structure in order to make China an innovation-driven economy by 2020. However, statistics fail to capture the raw power of the changes that are under way, and the potential for Chinese science and innovation to head in new and surprising directions.

University of International Business and Economics (UIBE) has already possessed world class research facilities and active researchers and academic staff with extensive experience of business, research, consulting and training relevant to management of technology and has academic collaborative linkages to a large number of prestigious universities across the world.  The establishment of UIBE MOTSC in conjunction with China Association for Management of Technology (CAMOT) has been the first attempt in China in undertaking active research in addressing crucial issues of keeping-up with the fast pace of technological change and the emerging new global paradigms of the business environment. Management of Technology (MOT) is an important strategic instrument to improve competitiveness and create prosperity in China.

MOTSC at UIBE is designed to be an international study centre – an academic and research arm of UIBE by drawing expertise from within and beyond UIBE in particular from the School of International Trade and Economics,  School of Business and other schools of UIBE, committed to encouraging and supporting researchers and professionals who are engaging research in management of technology. MOTSC aims to establish national, regional, and international collaborative research programs in the field of technology management, technology innovation, technology transfer, technology strategy, IPR management and strategy as well as knowledge management, innovation and transfer by engaging government agencies, funding agencies, educational institutions, state-own enterprises (SOEs) as well as private sectors nationally and internationally. MOTSC stresses the importance of keeping-up with the fast pace of technological change and the emerging new global paradigms of the business environment. MOT is an important strategic instrument to improve competitiveness and create prosperity in countries, like China. MOTSC believes that there is a need for appropriate infrastructures, strategies and mechanism to be established in order to support the diffusion of management of technology principles throughout China and a need to address the existing gaps in the process of technology management, which will assist in implementing more sustainable arrangement for successful technology transfer and development.

The purpose of the Centre is to design, initiate, and to manage research, teaching, collaborative ventures, business linkages, training, consulting and appropriate income generating strategies in connection with management of technology and Chinese companies both within, and between, China and the Western countries. 

Vision of MOTSC

Within the strategic context of UIBE, think globally and act locally.  With combination of the state of art research experience and knowledge, it aims to create a world class of Centre for Excellence in the research of management of technology, strategic management, technology strategy, technology transfer, knowledge transfer, IPR management and strategy. The Centre offers a dedicated, and expert services, and addresses the requirements of the clients and provides training and consultancy services for the local, national and international business concerned with China; to promote technology transfer and knowledge transfer between developed and developing countries.

MOTSC vision is to inspire excellence for management of technology and promote the appropriate diffusion of management of technology principles throughout China and globally. 

MOTSC Aims and Objectives

  • To provide a platform for researchers and professionals to debate on how competitive advantages can be achieved through the application of successful technology management
  • To provoke the current and strategic thinking of how core competences can be achieved through technology management, IPR management, logistics and supply chain management
  • To provide a platform for Chinese researchers, academics and practitioners to have close interaction with counterparts in the West
  • To provide a platform for researchers, academics and practitioners in the West to have close interaction with their Chinese counterparts
  • To advance MOT and IPR research.
  • To promote MOT and IPR education.

Based upon the experience and expertise referenced above, the MOTSC will engage in the following activities:

  • Research in management of technology, international business, strategic management and challenge, knowledge management, technology transfer, technology strategy, technology foresight, knowledge transfer, management of technology and economic issues, IPR management and strategy, knowledge management
  • To provide credible research outputs, generate briefing papers and working papers to government agencies
  • To publish in refereed journals to support the research strategy of UIBE and enhance its academic profile and development growth strategy within the framework of the UIBE Academic Development Plan
  • To contribute strategically to academic capacity building of UIBE
  • To host visiting research fellows or senior research fellows who are from appropriate universities and from industries (where appropriate), who specialize in management of technology, IPR management and strategy.
  • Delivery of seminars regularly to UIBE academic staff, PhD candidates and to the public as well
  • To host/organise, in UIBE, international academic conferences, or workshops, symposiums in conjunction with China Association for Management of Technology (CAMOT), International Association for Management of Technology (IAMOT), and International Forum of Technology Management (IFTM)
  • To manage in conjunction with China Association for Management of Technology (CAMOT) and Emerald Insight Publishing, the operation and publication of

     Journal of Technology Management in China

     Journal of Chinese Economics and Foreign Trade Study

 

 

 

Initially the centre is staffed by:

  • Academics/research staff from School of International Trade and Economics and International Business School
  • Senior Researchers/PhD/DBA candidates of both internal and external  
  • An Administrator (at an appropriate grade who must be fluent in English and Putonghua)

 

Further contributions to the work of the Centre will be from UIBE other schools of the university and partner organisations.  

 

 

The centre has been initially funded by UIBE and will sustain on the bases of self-developed within the University. Additional funding will come from:

 

  • Research, training and consulting services;

  • Sponsorship from state-owned enterprises and government or quasi-government bodies;

  • Sponsorship from private corporations with international Business affiliation;

  • EU funding and World Bank funding. Funding from UK DTI

An initial endowment/seed funding will be made by UIBE to commence the Centre’s activities. An annual budget will be set specifying income and cost targets. The Centre’s budget will be tightly managed by the Director to ensure that targets are met; no permanent overheads will be incurred; resources will only be taken on to fulfil contracted income-generating activity.

The MOTSC is located within existing UIBE dedicated research facilities.
